Public sector - Accountant - Qualified Accounting Technician Your new company Hays are thrilled to be partnering with his public sector organisation for the role of staff officer accountant, based in Belfast city centre. This role is open to qualified or non qualified accountants however the successful applicant will be at a minimuma qualified accountant Technician. The role is 9-12 Months initially with the possibility of being made permanent. Your new role KEY FUNCTIONS: - Assist with In-year budget management and monitoring, monthly budget profiling, variance analysis and reporting and analysis of financial data - Assist with Management Accounts and Statutory Accounts Preparation in accordance with HM Treasury and Department of Finance guidance incorporating GAAP/ IFRS; - Assist with maintenance of Financial Systems/Ledgers including monthly payroll review - Assist with management of all financial processing functions including payroll, banking; - Liaising with a wide range of internal and external stakeholders including the Northern Ireland Audit Office - Drafting and implementation of financial policies, procedures, and controls. - Development and review of financial IT systems. - Management of staff and other resources. - Promotion of good corporate governance across the organisation; MAIN DUTIES AND RESPONSIBILITIES: Budgeting and Cash Flow Management - Assist with preparation of budgetary information - Assist with monitoring cash balances to meet payment obligations. - Assist with preparation of monthly financial reports. Management Accounts and Statutory Accounts Preparation - Assist with preparation of monthly management accounts - Assist with preparation of annual statutory accounts - Liaise with external Auditors during Annual Audit. Maintenance of Financial Systems/Ledgers Including Payroll - Completion of various monthly payroll reconciliations - Complete monthly Bank Reconciliations - Manage fixed asset process, including tagging of assets, completion of documentation and monthly reconciliation - Recharge of costs to other North / South bodies Payment Processing Function - Manage overall payment process - Ensure sufficient funds prior to processing of payment runs - Resolve any issues arising in relation to the payment of invoices - Fulfill 'Travel & Subsistence Auditor' role - completing desk check of all travel and subsistence claims Banking and Accounting Systems Administration - Assist with the processing of banking transfers/payments - Carry out weekly review of bank balances and cash management General - Day-to-day supervision of the recurring functions of the Corporate Finance Department with specific line management responsibility for Financial Administrators. - Provision of ad-hoc support to the Corporate Accountant.
